World Background

Basic World Information
The world of Ciel consists entirely of a large landmass simply called the Mainland, which is suspended midair by a stone pillar countless miles high, and myriad smaller islands seeming supported by nothing at all. Surrounding this continent and these isles is an eternal wall of wind and cloud known as the Everstorm, said to be a gift of the gods who created it as a protection from what lies beyond. No living mortal being has been past the Everstorm and returned to share his findings in at least centuries, perhaps millenia.
Government
Technically a kingdom led by a royal family, the government has gradually shifted to a Grand Council led hierarchy of appointed officials. While the King still maintains ultimate authority over the world he rules, it’s been at least two generations since any monarch has overruled the decisions of the Council in any serious matter.
Culture
Though originating from a single historical kingdom, the people of Ciel have partially resumed racial identities and exist as a hybridized community. Though all subject to the same national laws and existing within a collective culture, small pockets abound where individual races are dominant. Though racism is minor, it is far from dead.
Beliefs
While the Occuria are the fabled creators of the world, they are seldom worshiped as literal gods. The Occuria are known (or at least taught) to be the guardians of the mortal races, but they so seldom interfere in the individual affairs of men that the older gods have grander temples and more followers by far. Virtually all of the gods known to the world outside the Everstorm are known within.
World History
It’s said that the Forgotten Era was a time of chaos and fear when many kingdoms fought over land, wealth, and power. The original ancestors of the the kingdom now known as Ciel were a weak, impoverished state now remembered only as Talas. Continually threatened with conquest or extermination by more capable neighbors, the Talasians accepted any immigrants willing to work and fight for their new home and became a remarkably open and accepting society that nonetheless knew its time was limited. What is known is that the end did finally come when a neighbor desired Talas’ lands, but no details survive explaining who these enemies were or how the Talasians escaped genocide except that the Occuria took favor on them.
The Occuria lifted the Eternal Spire out of the center of Talas and pours their considerable magic into it so that they could then lift the very nation’s soil above the reach of those that would harm it.
